The "Professional Competencies" 2-part series focuses on the 28 skills needed in a professional customs environment. As any customs expert can attest, one cannot accomplish the job without thoroughly understanding these areas. This is part 2 of our "Professional Competencies" series that focuses on the remaining 14 abilities necessary in a professional customs setting.  It is impossible to do the task that customs people need to do without a comprehensive grasp of these professional competencies. Incoterms in Customs and International Trade

he International Chamber of Commerce's guidelines for international commercial terminology (known as INCOTERMS®) provides a useful framework for this (ICC). The standards established by INCOTERMS® govern the transfer of products from one party to another, including the packaging, shipping, and insurance of such commodities. Only until businesses have a firm grasp on how to use the INCOTERMS® regulations will they be able to effectively utilise them to transfer costs and liabilities connected with exporting, importing, and shipping and prevent problems in the future. By outlining each party's duties in the delivery of products, INCOTERMS® reduce the likelihood of disputes between exporters and importers.

Tariff and Customs Classification

Financial Customs Payment Procedures, Customs Duty and other indirect taxes (import VAT & excise)

The Financial Customs Payment Procedures course analyses Customs duties, VAT, excise charges, and other payments connected to customs operations (for instance, payments for Customs services). Customs Valuation

The course teaches students on Customs value. It teaches students about the Customs Valuation Agreement and how to handle circumstances and activities in customs valuation, including all six valuation methods with an emphasis on transaction value. 


For customs reasons, all products must be accurately priced, regardless of whether they are sales, returns, temporary movements, or free of charge. During this course, the precise standards outlined in the WTO Valuation Agreement and applied into national legislation will be clarified, as will the distinction between intercompany pricing and customs valuation. It will demonstrate how to construct pricing for import customs purposes, including which charges must be included and which may be omitted.

Origin of Goods

This course examines origin rules in depth. Upon completion, you will know about the concept of the origin of goods for preferential and non-preferential origin in free trade agreements. You will be able to interpret rules of origin and process proofs (or Certificates) of origin. You will be be familiar with major special schemes like Approved Exporter or the Registered Exporter System (REX). We will analyse the trade agreements that matter most to participants, for example, the EU-UK TCA or USMCA. Prohibitions, Restrictions & Licences (includes Export Controls)

At the borders, customs officers and other agencies conduct checks to implement several sector-specific rules. These conditions are referred to as "prohibitions and limitations" (P&R). P&R may be imposed on goods when justified by public morality, public policy, or public security, the protection of health and life of humans, animals, or plants, the protection of the environment, the protection of national treasures with artistic, historic, or archaeological value, and the protection of industrial and commercial property, including controls on drug precursors, goods violating certain intellectual property rights, and cash. All of these P&R are dispersed across the national statutes. This course will go over a complete P&R List, developed by Customs Manager Ltd. of all major P&R (available as study material to participants) and explain requirements, justifications, and more, as well as the customs code necessary for this P&R, to assist in identifying the appropriate P&R. The export licensing of dual-use products, the most prominent P&R, will be a special emphasis. In addition, this course will cover national quotas and licenses. Examine the follow-up strategies and procedures in the event of anomalies. The course's focus on the participant-relevant bans and limits is one of its most appealing aspects. In the past, we have examined counterfeit and pirated goods, drug precursor limits, cultural property rights, and endangered species (including CITES). Customs Authorisation Management

This course teach you how to obtain and manage a licence from Customs skilfully and compliantly. Authorization Management includes the registration and administration of authorization processes. Learn how to register for customs purposes, get licenses and authorizations, and obtain authorization for simplifications and facilitations. Learn how to submit an AEO application and handle customs licenses and certifications. Students who successfully complete this course will be eligible for all normal Customs licenses and certifications.

Customs IT Systems, Applications, Support Tools and Trade Automation for Customs

The EU Customs Competency Framework requires that skills are developed as regards customs IT systems, applications, support tools and trade automation for Customs. 
Therefore, in this really practical course, we will zoom in on the different Customs IT Systems & Applications that have to or can be used by Customs Professionals to execute the different Customs tasks (Declaration, Trade preference management, etc.). We may cover both the systems that are specific per company (We will issue a questionnaire before the course to ask you which systems you use) and the systems maintained by the authorities. Learn how to effectively and efficiently use IT to submit customs declarations to official government systems. Learn about a range of other IT systems and applications that can facilitate your life (licence management, trade preference management, etc.). This course also helps students to evaluate and benchmark third-party customs software systems and their interaction with official government systems. Learn about Single Window Initiatives and master Customs IT systems and applications offered by authorities ( for example, in the EU/UK: ICS, ECS, NCTS, EMCS, national declaration systems and private systems for customs purposes). Learn about Custom's IT ecosystem, how the systems are interrelated, and which IT system or application to use. Master electronic communication with Customs agencies and partners.
Finally, we will also build a real understanding of the necessary precautions that are in place to prevent non-authorised access to all users.

Entry of Goods Process. Export & Exit Process

This training has two parts.


Part 1: The Entry of Goods Process competency of the EU Customs Competency Framework requires participants to develop an in-depth knowledge, understanding, and ability to execute all activities to enter goods into a country. Consequently, this training  includes every step up to the ultimate release of the goods and the associated roles and responsibilities to

successfully enter goods into a country.

Part 2: Students receive in-depth knowledge and understanding of the steps and tasks associated with successfully exporting goods out of the jurisdiction; This covers all export procedures and exceptions, such as exporting goods using an exit summary declaration or a re-export advice (including Agricultural Agreements). Participants will understand the division of the roles and responsibilities related to exporting goods out of a country.

Risk Analysis & Supply Chain Operations

This course covers the EU Customs Competency Framework's "Risk Analysis" and "Supply Chain Operations" skills. In this course, we will examine the tools and methodologies used by Customs Professionals to monitor, detect, analyze, evaluate, and handle any risks and difficulties. In the dynamic world of Customs, we prioritize the incorporation of a predictive strategy based on information obtained from collaborating partners and evolving trade transaction patterns. In the second section of the course, we will examine Supply Chain Operations including all parts of the International Supply Chain; this refers to both the main Customs flows (import/export/transit) and the supply chain of Trade, as well as how they are interconnected. The importance of efficient working procedures between Customs and Trade and the safety and security of supply networks.

The Special Procedures course relates to in-depth knowledge, comprehension, and ability to carry out all special procedures-related operations. It comprises every stage leading up to the final release of the items, as well as the roles and duties required to carry out the particular process properly. The person has a general awareness and basic knowledge of: Customs warehousing, End use, Inward processing, Outward processing, and Temporary admission. Learn how to file standard, simplified, and supplemental Customs declarations; learn about duty exemptions and their requirements. Manage and follow several Customs processes linked to releasing products for free circulation, such as standard, simplified, supplemental, and incomplete declarations. The declaration process (with or without notice); Self-assessment process; Procedures for excise duty suspension, centralised clearance, and declarant record entry utilizing centralised clearance. Learn how to utilize each IT system. Consider traffic and merchandise to guarantee a seamless flow; Non-release decision follow-up; If required, help with Customs.

All courses aim to develop competences to help reach a certain proficiency level. These range from "Awareness" to "Expert," in four levels. This allows students to quickly understand if a course is delivered at a level that will develop the desird or required competencies.

Beginner Level

Perfect for those starting out or those that just need a bids' eye overview. Participants don't usually need a specific skill to perform their role but an fundamental understanding of theissue studied.  Students of this course develop a general understanding and basic knowledge of the topic  (e.g. understands general concepts and processes, is familiar with related key terminology)

Intermediate Level

Students will develop a good working knowledge of this subject studied; With this course, participants gain the ability to independently perform standard tasks related to the subject studied and can apply the learnings in daily work.
