What this course is all about - in a nutshell
This four-hour course is designed to help you deal with all activities required to help you determine the economic nationality of goods in private or public organisations. We will teach you how to take advantage of the Rules of Origin in Free Trade Agreements and also cover the difference between preferential and non-preferential origin.
Background
Which imports qualify as "originating" and are subject to favourable tariffs is determined by the rules of origin. As a rule of thumb, Products “originate” where considerable manufacturing takes place or where value is added above and beyond the minimum processing requirements. There are so-called “product-specific rules (PSRs)” and “minimum processing criteria” that need to be followed: As such, a tie made in Sri Lanka from silk imported from China is considered to be Sri Lankan. But a tie made in China, exported to Sri Lanka and then exported from Sri Lanka to the UK is of “Chinese” origin. To find out whether products are from your nation and what tariffs might be applicable, you need to check and understand the rules of origin.

In this hands-on Training, the following will be carried out:
- The concept of origin of goods and rules of origin for preferential and non-preferential origin
- Overview of Free Trade Agreements and where to find them
- Elements of a free trade agreement as regards the movement of goods.
- Legislation regarding the origin of goods
- The process to determine the origin of goods, in particular when the goods have been processed in several countries
- The concept and use of Binding Origin Information / Advanced Tariff Ruling - Mock application

Expected Outcome and Results
Upon completion of this course, you will have developed a great general awareness and thorough knowledge of:

- The elements of a free trade agreement as regards the movement of goods.
- The methods to determine the origin of goods;
- The concept and use of Binding Origin Information (BOI) decisions; Advanced Tariff Rulings
- The proofs (or Certificates) of origin.
Quiz: Test Your Knowledge
Participants are invited to complete a Quiz after the training. If they pass with a rate of 80%, they will receive a Certificate of Completion in "Origin of Goods and Free Trade Agreements" - Level 1 - Awareness. This ascertains that you have received formal training and have met the above-mentioned outcomes and results.
Possibility to upgrade to Level 2 - Trained
You have the possibility to achieve a Level 2 - Trained qualification with the completion of additional tasks/case studies and exercises. This will allow you to demonstrate that you are able to handle standard situations and related tasks in the field of the Origin of Goods and Free Trade Agreements - independently. Completing a level 2 will require you to invest an additional 2-4 hours of self-study based on a work programme with deliverables. The exercises will mimic practical daily activities in businesses. You will receive tutor support during this study and feedback on your submissions. If you successfully complete the work programme, you can obtain a Certificate of Completion in "Incoterms®" - Level 2 - Trained.
Upon completion of the Level 2 Training qualification, we have verified and agree that you are able to apply and use the knowledge of L1 in your daily activities. What we assess:
The concept of origin of goods and rules of origin for preferential and non-preferential origin
- Student has knowledge of the rules of origin and is able to apply them;
- Student is able to distinguish between preferential and non-preferential origin.
Legislation regarding the origin of goods
- Has knowledge of the relevant legislation regarding the origin of goods for both the preferential and non-preferential origin for their jurisdiction
Free Trade Agreements
- Knows what Free Trade Agreements apply to their jurisdiction
- Can identify where the relevant provisions are that matter to the trade of goods.
The process to determine the origin of goods, in particular when the goods have been processed in several countries
- Is able to determine the origin of goods using the appropriate method, also when the goods have been processed in several countries.
The concept and use of Binding Origin Information decisions
- Is able to use Binding Origin Information decisions.
Proofs of origin
- Is able to identify, interpret and process proofs (or Certificates) of origin;
- Is familiar with proof of origin systems (like the EU' Registered Exporters System (REX)) that are used to facilitate proof of origin.
