What this course is all about - in a nutshell

This four-hour course is designed to help you understand the rules under the Ireland/Northern Ireland Protocol and the practical processes and procedures of trading with Northern Irland, covering all four directions of trade: GB to NI, NI to GB, NI to ROI and ROI to NI. Under the Northern Ireland Protocol, businesses moving goods between Great Britain and Northern Ireland are required to comply with certain EU and UK customs rules and processes. This course explains what these rules are and evaluates the implications of the Protocol for the different scenarios in which goods are moved into or out of Northern Ireland. We will also discuss bringing landing goods from outside GB & EU into NI, for example by plane to Belfast. We will look at current rules and the Windsor Framework with practical case studies.

Background

The Protocol on Ireland/Northern Ireland, as an integral part of the Withdrawal Agreement, was agreed upon jointly and ratified by both the EU and the UK. It has been in force since 1 February 2020 and has legal effects under international law. The aim of the Protocol is to protect the Good Friday (Belfast) Agreement in all its dimensions, maintaining peace and stability in Northern Ireland, and avoiding a hard border on the island of Ireland, while preserving the integrity of the EU Single Market. The Protocol on Ireland/Northern Ireland, commonly referred to as the Northern Ireland Protocol, is part of the Brexit withdrawal agreement that ensures that a hard border is avoided on the island of Ireland after the UK formally left the EU on 31 January 2020. The protocol takes into account the unique circumstances on the island of Ireland. However, the Northern Ireland Protocol has been the source of acute political, economic and

societal difficulties in the two years since it has been operating. According to the UK government, the rigorous implementation of the Protocol has been regarded by communities and businesses in Northern Ireland as unworkable without lasting economic and political damage. The Protocol has already led to significant disruption in the links between Great Britain and Northern Ireland that are integral to its place in our Union and the UK’s internal market. A Windsor Framework is to amend the rules in 2023
