Join us for this Live Webinar on the new EU Customs Reform proposal of the EU, led by Customs Expert Arne Mielken. He will present the new structure of the Union Customs Code, highlight the key changes, look at the timeline and what happens next and offer some practical tips on what businesses can do to prepare. Background

The Commission has proposed the most ambitious and comprehensive reform of the EU Customs Union since its establishment in 1968.

According to the EU Commission, the proposal will simplify customs processes for businesses, replace traditional declarations with a more innovative, data-led approach to import supervision, and provide customs authorities with the tools and resources they need to properly assess and stop imports that pose real risks to the EU, its citizens, and its economy.

The 5 Key Changes of the UCC Reform

1. A new EU Customs Authority will oversee an EU Customs Data Hub, which will replace the existing customs IT infrastructure in EU Member States and provide authorities with a 360-degree overview of supply chains and the movement of goods.

2. The EU Customs Data Hub allows goods to be imported into the EU with minimal customs intervention without compromising safety, security or anti-fraud requirements. When it launches in 2028 for e-commerce consignments and other importers in 2032, Trust & Check traders can clear all their imports with the Member State’s customs authorities.

3. Artificial intelligence will be used to analyse and monitor the data and predict problems before the goods have even started their journey to the EU, allowing EU customs authorities to focus their efforts and resources where they are needed most.

4. The new EU Customs Authority will pool and assess information and expertise at EU level to improve cooperation between customs, market surveillance, and law enforcement authorities. It will also make online platforms vital in ensuring that goods sold online into the EU comply with all customs obligations.

5. The reform abolishes the current threshold whereby goods valued at less than €150 are exempt from customs duty and simplifies customs duty calculation for the most common low-value goods bought from outside the EU. It is expected to bring additional customs revenues of €1 billion annually.
